The Associate Civil Engineer position in the Imported Water Unit provides technical and project management support to:
Protect and promote Valley Water's interests in imported water contracts.
Develop imported water supplies consistent with Valley Water's water supply planning efforts.
Engage in statewide evaluation of water supply planning efforts.
Improve the efficient integration of imported water supplies with Valley Water operations.
Minimize imported water costs.
Enable Valley Water's effective participation in statewide and regional processes.
This position directly supports the Board of Director's End Policy related to providing "clean, safe, reliable, healthy drinking water supply" for Santa Clara County.
*** This position requires extensive travel to and from external meetings, including overnight stays up to 3 days a month and potentially 4-5 hours of freeway driving time several days a month. Last-minute travel may also be required.
Key Responsibilities include, but are not limited to:
Perform analyses of engineering, operational, and economic data to support imported water projects such as the Delta Conveyance Project, Sites Reservoir, San Luis Reservoir expansion, and water banking opportunities.
Review and analyze computer modeling results, including appropriateness of input, assumptions and modeling methods, and specify output requirements.
Prepare spreadsheets to analyze costs, benefits, risks, and constraints of proposed projects and programs, and to document transactions and other records.
Research current technical information, historical files, legislative histories, etc. to prepare analyses and reports.
Review engineering plans and reports regarding construction and operation of proposed new facilities.
Support senior staff in the development, negotiation and administration of water supply contracts and cooperative agreements with other water districts, State and Federal agencies, and other interests
Understand the administrative, financial and operational requirements of existing water supply contracts and follow through with assigned actions to ensure compliance.
Represent Valley Water in meetings and on committees; participate in technical development work conducted by coalitions of agencies; and provide support in technical negotiations.

A minimum of four (4) years of professional engineering experience.
Four (4) years of experience working on water resources planning and engineering projects.
Experience coordinating and performing reviews of a variety of complex work such as water supply modeling; analyzing operational, regulatory, financial, and administrative issues associated with complex water supply systems; developing and analyzing water supply contracts; and evaluating engineering plans, designs and hydraulics analyses.
Experience working with teams comprised of representatives from diverse organizations towards a common objective.

Ideal Training and Education:
Graduation from an accredited four-year college or university with major coursework in civil engineering or a field related to assigned functional area(s) OR possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.
Coursework in surface and groundwater conveyance, water quality, water resources issues, environmental engineering, mathematics, economics, and statistics.
Professional Engineer (PE) License is desirable but not required.
