Senior Climate Policy Analyst

The Energy Planning and Innovation Division prioritizes diversifying Oregon's energy mix, successfully integrating renewable energy resources into our energy systems, developing innovative approaches to saving energy, better managing our use of energy, and supporting statewide efforts to meet Oregon's future energy and climate goals. Through statewide programs and projects, the division provides policy expertise and leadership on topics such as renewable and conventional energy resources, alternative fuel vehicles, demand response, energy storage, energy efficiency, and energy system resiliency. The team supports promising initiatives to advance energy innovation – from providing grants to energy technology demonstration projects, to developing energy policy recommendations, to providing technical expertise on emerging energy issues. In 1999, we were the first state in the nation to adopt carbon dioxide emission standards. Today, the division plays a key role in informing greenhouse gas policy discussions and developing options to meet both the state's energy needs and climate goals.

WHAT YOU WILL BE DOING

You will serve as the agency’s policy, technical, and market expert on climate change. This position functions within the program by developing relationships with external organizations and providing advice to the director, assistant director, and program managers on strategic planning, policies, initiatives, and operations. This position also provides staff support to the Oregon Global Warming Commission, including technical expertise in climate-related studies and policies as well as administrative assistance to the Commission. The position will help inform the development of energy and climate policy discussions and activities relevant to Oregon and its goals.

This position is eligible for a hybrid remote work schedule. The incumbent will be expected to work at the central worksite located at 550 Capitol St. NE in Salem, Oregon, at least eight times per year. This generally includes two days at the central worksite per quarter, including attendance at in-person all-staff meetings. The position may also be required to work at the central worksite on a more frequent basis with advance notice, as needed.

WHAT WE ARE LOOKING FOR

• A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and five years of professional-level evaluative, analytical, and planning work.
  -OR-
• Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

The most successful candidate will also have the following skills, experience, and background:

• Demonstrated knowledge and experience in one or more of the following energy sectors, resources, or technologies:
• decarbonization policies, technologies, and modeling;
• impacts of energy systems on climate;
• climate adaptation in energy systems;
• social cost of carbon.
• Excellent public speaking, policy analysis, and conflict resolution skills.
• Experience in energy or natural resource-related research, modeling, technical and policy analysis, program design, and program evaluation in the public or private sector.
• Experience facilitating large advisory groups to gather input, deliberate options, and build consensus.
• Experience working and collaborating with government agencies and stakeholder groups.
• Experience leading large project teams with diverse interests, finding ways to encourage people to share knowledge, leverage strengths, and collaborate.

Preference may be given to an applicant with the following:

• An advanced degree or experience in economics, natural resources, energy management, engineering, or experience in developing public policy issues related to energy and climate.
