The Chief Executive Officer (CEO) works under authority granted by the Board of Directors to lead, manage, and direct the Corpus Christi Regional Transportation Authority (RTA), ensure program and fiscal accountability, and legal compliance, implement RTA Board goals, and principally represent the RTA in all its dealings.
Demonstrated Knowledge of:
Comprehensive knowledge of industry-related regulatory requirements, including FTA and DOT regulations.
Comprehensive knowledge of each department’s role in the RTA’s operations and in the interplay of each necessary for agency-wide oversight.
Industry knowledge of practices and trends related to public transportation.
General knowledge of the RTA’s inventory of public transportation vehicles.
Effective business and management principles necessary for successful strategic planning, resource allocation, leadership techniques, and coordination of people and resources, including effective communication skills.
Demonstrated ability to:
Communicate effectively verbally and in writing, using correct English, vocabulary and spelling.
Create and present presentations and speeches on RTA-related complex topics to federal officials, senior management, board of directors, community leaders, and to a diverse general public and employee group.
Respond effectively to sensitive inquiries and complaints, both internally and externally.
Strong demonstrated ability to manage multiple projects timely, effectively, efficiently and within budget.
Respond with sensitivity to a multi-cultural socio-economic work-force and community.
Interpret an extensive variety of technical regulations regarding the RTA’s business, including the legal operation of its inventory of equipment and vehicles, as well as statutes and proposed legislation, regulations and guidance from public and relevant private sources, and explain how they will impact RTA operations.
Willingly foster a positive work environment for the RTA’s employees.
Lead the RTA in providing courteous and professional service to the public.
Exercise independent judgment and responsible decision making.
Interpret and comply with relevant regulatory requirements, including FTA and DOT regulations.

Essential Job Duties and Responsibilities: Essential and other important responsibilities and duties that must be performed, with or without reasonable accommodation may include, but are not limited to, the following:
Creates and leads in the implementation and successful completion of a strategic plan with short-term and long-term goals compatible with Board’s goals.
Incorporates Board of Director values, standards and goals into RTA’s business plans, policies and programs, and assists the Board by recommending and developing policies as needed.
Leads the planning efforts related to the efficient use of organizational resources and projects allocation of service delivery based on Board ridership standards, trends, and the needs of the community.
Establishes and maintains fiduciary responsibility for the RTA and its budget.
Plans for and authorizes all major agency procurement projects and procedures.
Leads in securing Federal and State funding for public transportation.
Ensures agency compliance with all Federal and State regulations as they relate to employment and public transportation.
Develops and implements strategic standardized and consistent policies for the delegation and efficient completion of the RTA’s duties, internally and externally.
Effectively leads and manages a team of managers and directors who supervise over 200 employees in operations, maintenance, administration, and customer service, maintaining ultimate responsibility to the Board for overall direction and evaluation of each area.
Represents the RTA in conjunction with the Board of Directors with Federal agencies, Federal representatives, community leaders, public and private agencies, and the public at large, at important meetings and public appearances.
Fosters and maintains an open, positive and comprehensive community relations program that ensures a productive inter-governmental working relationship.
Fosters effective and open working relationships with and is responsive to all citizens and stakeholders in the RTA service area.
Develops programs to address and accommodate the diverse ridership needs of the service area community.
Promotes and models professionalism by establishing and maintaining high standards of conduct and job performance for throughout the RTA and effective personnel practices that result in a high caliber, well trained and highly engaged and motivated staff.
Promotes an organizational environment that supports innovation, creative achievement and highly ethical behavior.
Develops, recommends and approves department annual budget, including compensation plan and benefit updates.
Guides supervisors in evaluating and addressing discipline problems and facilitating an effective and legal course of action.
Maintains confidentiality regarding all RTA-related business information, including but not limited to legal and personnel issues.
Supervises the maintenance of official personnel records.
Ensures compliance with the Texas Open Government Act as to meetings and records.
Participates actively in American Public Transportation Association, APTA committee services where applicable.
Participates actively in regional transit associations such as, Texas Transit Association (TTA) and Southwest Transit Association (SWTA).
Maintains a leadership role in the public transportation industry with memberships and active participation in appropriate State, regional and national organizations.
Serves on service area community boards and civic organizations and industry or governmental related organizations for the promotion of good will toward the RTA.
Performs other duties and responsibilities as assigned by the Board of Directors.
Experience and Training Requirements:
Education: Bachelor's degree in Transportation, Public Administration, Business Administration, Finance, Planning or a related field. Master’s degree preferred.
Experience: Minimum of eight (8) years transportation or management-related experience, preferably in Public Transportation or Public Administration, including five (5) years in executive management position with supervisory responsibilities, preferably over two or more departments.
License or Certificate: Possession of a valid TX Driver’s License within 60 days of hire to operate RTA vehicles and insurable by RTA motor vehicle insurance carrier.
