The incumbent will report to the Executive Vice President & Chief Financial Officer. The incumbent will be responsible for providing company-wide strategic and tactical leadership in enhancing the organization’s enterprise risk management framework including risk governance, risk monitoring and associated risk tolerances, risk measurement and modeling and risk strategy in alignment with the District’s risk appetite.
The incumbent will work in close cooperation with functional leaders and the executive team across the organization to help drive growth of the ERM program, achievement of goals and development and maintenance of a balanced risk framework. The incumbent will be responsible for effective risk coordination, identification, communication and influencing mitigation strategies for all major sources of risk including insurance, market, counterparty credit, operational, investment, cyber and strategic risks for the organization. The Insurance and Risk Administrator position reports to this position.
Develop and lead overall Enterprise Risk Management (ERM) program and support and/or enhance ERM structure and governance. Contribute to and support the development of ERM programs, policies, and procedures that align with the overall strategic direction of the District.
Coordinate the development, gathering and oversight of all new and existing risks associated with all new and existing programs, projects, and activities through subject matter expert’s (SME). Collaborate with SME’s and management for annual review and update of existing risks. Acts as an internal advisor regarding risk management matters (e.g., controls, best practices, and industry developments).
Assists business units in understanding ERM regulatory responsibilities and the best practices. Build effective relationships with peers in the industry to obtain information to evaluate risk.
Develop analytical reports and presentations for the District’s Board and management. Maintain current awareness of and ensure compliance with state laws, regulations and internal policies and procedures.
Evaluates results of audits, examinations, investigations, prepares reports of findings, and suggests appropriate risk limitations to management. Facilitates formal and informal risk management meetings to address risks and gaps identified through internal risk assessment and independent assessment, audits, and other assessments.
Oversight of Insurance and Risk Administration duties. Provide oversight for, and development of, direct reports. Responsible for preparing and analyzing variances for the department’s annual budget.
Bachelor's degree in engineering, accounting, finance, business, or related field is required. Master of Business Administration (MBA) is preferred.
Experience Eight years professional level experience in risk management, accounting, economics, finance, engineering and/or internal audit is required.
