The Bureau of Transportation Statistics (BTS) is hiring several positions to support our Freight Data Portfolio:
A leading Freight Expert to transform the current Department of Transportation freight programs (GS 13 – 14, economics or statistical background with direct hire authority)
A Modeler who can reimagine the current freight and economic models using the latest techniques in statistics, economics and/or data science (GS 12 – 14, economics or statistical background with direct hire authority)
Want to work on the intersection of data analytics and transportation? Want to help transform the way data and statistics inform policy decisions? BTS is the principal federal statistical agency within the Department of Transportation, leading the department in data analytics, survey design, and data driven research. Mandated by Congress, BTS provides independent, objective, comprehensive and relevant information to decision makers and the public on the extent and use of the nations’ transportation systems, the system performance, and the systems impacts on society and the environment.
The FreightExpert and Program Manager is responsible for developing and managing critical national freight data programs, conducting analyses of freight related topics and effectively communicating results, providing expertise in freight data, modeling and analytical techniques, coordinating with colleagues on freight performance measures and their linkage with broader freight data and analysis efforts.
The Modelerplans, initiates and develops a range of econometric and statisticalmodels to understand major issues in transportation, identify gaps and inconsistencies in the data, and provide research to inform policy. This position’s portfolio includes the Freight Analysis Framework (FAF) in addition to other transportation data modeling (i.e., transportation satellite accounts, long distance passenger travel, truck size and weight modeling). The FAF involves integration of data from a variety of freight and economic sources to create a comprehensive picture of freight movement among states and major metropolitan areas by all modes of transportation.
An ideal Freight Expert / Program Manager:
Multi-faceted expertise and understating ofgoods movement, freight data sources, logistics, commodityspecific transportation,and mode choice;
Knowledge of econometrics, statistics, and data science;
Success in transforming and modernizing programs using the latest data analytics, integration, and dissemination techniques;
Knowledge of sources fordomestic and international commodity flows, business patterns, vehicle activity, and transportation network performance;
Acumen to establish, encourage, and maintain collaborative partnerships;
Clearly articulate in writing the analysis and interpretation of results; and
Proven project management skills with the ability to coordinate activities of multiple technical and subject matter experts.
An ideal Modeler:
Advanced knowledge of econometrics, statistics, and data science;
The ability to transform current models and develop new models using the latest techniques in data analytics;
Mastery of skills in applying advanced analytical, mathematical or statistical theories, principles, concepts, methods and techniques related to statistical analysis, decision theory, mathematical programming and regression analysis;
Knowledge in the design and application of freight data and economic forecasting methods;
Knowledge of databases on commodity flows, passenger flows, business patterns, vehicle activity, and transportation network performance; and
Ability to identify emerging estimation and forecasting methods, methods for converting freight demand estimates into economic productivity, and application of major data sources to support freight analysis for transportation planning and project development at all levels of government and in the private sector.
